Steam not downloading workshop files

After ~7 hours of playtime on a clean reinstalled game, all steam workshop mods ceased to load. While doing the "Ceremonial Caverns" mission, my screen went black, this is most likely an unrelated display driver issue, a pc restart was necessary. After doing so, i launched the game again, just to find that all of my workshop mods didn't initialize.

Under "Mods" tab, the new mod will appear at the bottom of the mod list as unselectable, with a red background (which does not reflect download progress !). At the same time a "Crusader Kings II - Workshop Content" download will be triggered in Steam client (where you can monitor progress). Fix: Steam Download Stuck at 0 Bytes/sec If the issue is with your Computer or a Laptop you should try using Reimage Plus which can scan the repositories and replace corrupt and missing files.
